I do not know whether the Senator for Kakamega is in order to say that the Ministry of Devolution went to Kibera to open some roads when he knows very well the work done by the Ministry. However, the most fundamental thing he should tell us is whether the Ministry of Devolution and Planning has nothing to do with this Senate. He knows very well the Ministry is the main pillar. First of all, I thank the National Assembly for passing the Motion to ensure that we have a National Drought Management Authority.
