Thank you, Mr. Temporary Speaker, Sir. I also rise to support the Motion knowing very well that many parents in this country take their children to school at the age of one year upwards. When we talk about the development of a child and early childhood education, we must look at, first, how does a child grow up? What are those development steps and how important are they especially when a child is in the early childhood education foundation? One of the things that children do between ages one to five years is to learn to understand themselves, adopt skills ...

On a point of order, Mr. Speaker, Sir. I want to thank you for the ruling. Indeed, this is a House of wisdom and guidance. Therefore, it is important that we look at the issue, as the Senate and National Assembly, but at the same time respect the fact that we have political parties and coalitions. I would urge the Senate that we should follow the process that the Speaker has ruled on to make this thing work. If we want to start bashing each other again, it is going to be very political. So, let us manage it the ...

On a point of order, Mr. Speaker, Sir. First of all, I would like to inform the Senator that he is the Chairman of Finance, Commerce and Economic Affairs because of the party. So, he has to respect that the parties have a right to do what is right. The ruling of the Speaker guides us to go back to the political parties. The first reason for that is the Wiper Party – and we have to be open – wrote a letter in May indicating that one Member has to be from Wiper Party and the other from ODM, ...

Thank you, Madam Temporary Speaker. I also rise to support this Motion and thank the Mover of the Motion, knowing very well that water is an issue that is very passionate to women; knowing very well that water is life. Madam Temporary Speaker, I will start by the story from Nyando. When I look at Mrs. Adika, crying every day on Citizen Television such that today people have even taken advantage of her plight and they have made a ringtone; they are earning money and the poor woman has been left in poverty because of rain water. Madam Temporary Speaker, ...

Mr. Speaker, Sir, could the Chairman clarify whether indeed this is the last time the Chairman is telling us that they will switch off because this is something which has been going on for a very long time and whether the media owners are now happy or we will still have conflict with them as we switch off?

Mr. Temporary Speaker, Sir, if this Bill is enacted into law, it will also help the counties that we know went through by-elections. There is a county, for example, Nakuru, which has not given us the whole team of the county executive committee members. We also have counties that to date have not been able to manage their resources as required. Therefore, I agree and disagree with my Senator on some of his views. Mr. Temporary Speaker, Sir, the main purpose of the Senate is to ensure that we have a uniform set for all counties. As much as we ...

On a point of order, Mr. Speaker, Sir. Would I be in order to ask that we create a bench where we can be forwarding all the questions being asked, probably, in the galleries to a representative of the concerned Ministry? Somebody should take those notes and come back to the Committee with answers.
