Last year, I brought the same Question to this House and the Cabinet Secretary came, explained and gave a promise which he never fulfilled. If I can remember correctly, in 2016, the former Member for Chuka/Igambang’ombe, Hon. Muthomi Njuki, who is now the Governor for Tharaka-Nithi County, brought the same Question to this House.
