As our able Vice-Chair has put it, when Hon. Chepkong’a appeared before us, he indeed demonstrated that he will be an able Member in the Commission. As a Commission, we The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor.

considered all the factors and reached an agreement that he is the right person to join the PSC as a non-Member. Article 127 clearly stipulates the membership of PSC and the same allows for two Members to be Members of the Commission who are non-Members. That is how Mr. Chepkong’a’s name got its way into the National Assembly for debate and approval. Hon. Chepkong’a was in this House; he was an MP for five years. He was a serious debater in this Chamber. He was a very able Chairman of the Departmental Committee on Justice and Legal Affairs. We know ...

Hon. Chepkong’a is an advocate of the High Court of Kenya who has been in practice for a very long time. He has been a civil servant. He has worked in various places and wherever he has worked, the record speaks for itself. Therefore, it’s our humble submission that the Members of this House approve the nomination of Hon. Chepkong’a so that he becomes a PSC Member. Having been a Member of this House, I am sure he knows what goes on in this House. He knows what Members go through. I am sure that he will be of serious ...

Listen! Hon. Speaker, do not be bothered by Hon. Chris Wamalwa. He did not hear what I said. I said, reading the mood of the House, it appears that Members are likely to approve Hon. Chepkong'a’s nomination to join us in the PSC, and I wish him well if he is so approved by a majority of the Members. I can see that the Leader of the Majority Party is very anxious to debate. So, I wish Hon. Chepkong’a well if he finally joins us in the PSC.

Thank you, Hon. Speaker. As the Leader of the Majority Party has clearly put it, I want to speak as a Member of WDM. I want to associate myself with the submissions of my colleague who has just spoken. As I indicated yesterday, WDM is a recognised party in this House. If you look at the names which have been forwarded to you, we have no Member either from the Senate or the National Assembly that belongs to WDM. When we claim to be championing democracy, it must be both ways. Yesterday, the Leader of the Minority Party in this ...

Hon. Speaker, I could respond to that. A copy of this document that I have tabled has been given to the Speaker of the National Assembly. As I indicated, WDM is a recognised parliamentary party in this House. We demand for the slot as a matter of right. We have a candidate for EALA as a party and it is not related to any political party in this House, which clearly shows that we also have a right to have a slot in the PSC. I, therefore, invite you to make a ruling whether WDM has a slot in the ...

Thank you, Hon. Speaker, for giving me an opportunity to rise on a point of order and register my disagreement with the list that has been given from our side. As Members of Wiper Party, we are not agreeable to the list which has been given. The Leader of the Majority Party should know that I belong to the Wiper Party. As Wiper, we have a right to have a slot in the Parliamentary Service Commission. You realise that on the list that has been given by the NASA Coalition, there is no Member from the Wiper Party.
