  • 15 May 2013 in Senate: On a point of order, Madam Temporary Speaker. The roads in Kiambu are, to say the least, in a pathetic condition. Is it in order for Sen. (Dr.) Machage to imply that the roads in Kiambu are beautiful when, indeed, our people are suffering? If he has to make references, it is important that he refers to the state as he may want to portray the roads in Kenya without implying that the people of Kiambu are not suffering from poor roads like other Kenyans? view
  • 15 May 2013 in Senate: On a point of order, Madam Temporary Speaker. The direction that my colleague is taking is not helpful to the cause of this Motion. He is indeed trying to politicize--- view
  • 15 May 2013 in Senate: Madam Temporary Speaker, what the Senator is insinuating is not right. There has been no politicisation of either the roads or schools. There has been skewed development for other reasons. view
  • 15 May 2013 in Senate: Madam Temporary Speaker, I draw the attention of this House to the fact that the Senator needs to confine himself to what is relevant to this Motion without politicising his contribution. view
  • 8 May 2013 in Senate: Mr. Deputy Speaker, Sir, I stand to support this Motion. I begin by sympathising and empathising with the families that have been affected by the spate of violence that has afflicted the western part of this country. Kiambu County happens to suffer from a similar fate for a long time. We, as a Senate, mandated by the law to take care of counties should realise that unless people are called upon in terms of accountability, then they will never solve problems. In Bungoma County, for example, we have the OCPD and PPO in charge of security. Unless these people are ... view
  • 30 Apr 2013 in Senate: Thank you Mr. Speaker, Sir. The late Sen. Mutula Kilonzo befits in every description of the words; “a fallen hero.” One of the greatest qualities of a true leader is bravery. The late Sen. Mutula Kilonzo had bravery in abundance. The Late Mutula Kilonzo was a Kenyan. It is hard for anyone to say that the Late Mutula Kilonzo had any party following. His virtues and what he stood for transcended any party lines. The Late Mutula Kilonzo was a Minister in this country. He was a Minister for Education and he cared for those young children and that means ... view
  • 24 Apr 2013 in Senate: Mr. Speaker, Sir, I hope you have noticed that I am walking with a limp. I have stood and sat so many times that I actually got a muscle pull. Thank you for noticing me. I also truly look forward to the time when we will be having devolved proceedings in this Senate; when Members of this Senate will be able to contribute to the proceedings of this House from their counties without having to come to this central location. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can ... view

  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, while I support this Motion, now that we have a clear exposition and a good debate as to the existence of an umbilical cord between this House and the county governments, the next question should be the urgency on how the proposed changes or amendments would be done especially in pursuit of Standing Order No.239. If you look at the language that is used, it says that “a Senator may address or attend” but there is no definitive language. With the current language used and the power that a Senator would derive from, it would be impossible ... view
