Mr. Speaker, Sir, allow me to point out three facts before I ask the Minister my question. First, these beach operators are fellow Kenyans doing an honest business to earn a living. Mr. Speaker, Sir, secondly, they have formed associations to regulate the activities of the various trades which operate at the beaches. Thirdly, people who can form an associations to regulate their activities should not be harassed.

Mr. Deputy Speaker, Sir, if the garbage collection charge has been abolished, is the Assistant Minister telling us that even garbage collection has also ceased? This is because, in many towns, in Mombasa in particular, there is so much garbage by the roadside. Where are the town or city councils to collect this garbage?

Mr. Deputy Speaker, Sir, when this road was first constructed, one could drive from Mazeras to Kaloleni without seeing any other vehicle. Today, the road is not only very busy but the type of vehicles that used the road then were up to seven tonnes. Today there is a cement factory at Kaloleni and we have trucks weighing 60 tonnes using that road, and that is the reason it has deteriorated. Could the Minister confirm to the House that, when they re-carpet it, they will do so to accommodate the heavy trucks using the road at the moment?

Mr. Deputy Speaker, Sir, could the Minister confirm whether the fly-over is for vehicles or for people? We know that many fly-overs that have been constructed are not being utilised by the people.

Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to the debate on the Vote of the Ministry of State for Planning, National Development and Vision 2030.
