Thank you, Hon. Temporary Deputy Chairman for giving me this opportunity, just as you have given it to the Leaders of the majority and minority parties. We looked at these amendments in the Committee and disagreed with the proposal by the President. If you look at that proposal by the President, it will go against Chapter 15 of the Constitution. We are making a law for posterity. Chapter 15 talks about commissions and independent offices. Amongst the commissions listed are the Parliamentary Service Commission (PSC), Judicial Service Commission (JSC), Commission on Revenue Allocation (CRA), Public Service Commission, and the Salaries ...

Article 252(1)(c) of the Constitution talks about the general functions and powers. It says, among other things: “Each commission and each holder of the independent office – (c) shall recruit its own staff.” It is like saying today that we will tell Parliament to seek approval of the Public Service Commission to employ its own staff.
