When I read through the Bill, Mr. Minister, what is the reporting structure of the Commission? After it has done its job, where does it report? The structures are not very clear in the Bill. Teachers have never got any salary increases except through strikes. It is hoped that this new body will be awake, strategic and listen to the public servants and state officers. We have had many cases which go to court relating to policemen and teachers and once they are determined by courts, the teachers or the policemen involved are not taken back to service.
