Temporary Deputy Chairman, I request my Vice-Chair to drop this amendment because as it is in the Bill now, we are giving that advantage to all hospitals regardless of whether they are public or private. We are actually saying: ―With a minimum bed capacity of 50.‖ We need to encourage the private sector to play a bigger role in the health sector because when you say 200 beds and above, you are discouraging very many small investors who can actually contribute to the health sector in this country. If you read Clause 10 of the Bill, you will realise that you are dealing with zero-rating of items from VAT. What we are basically doing is that we are adding the list of zero-rated items as I had said earlier on to include the supply of maize flour, ordinary bread and cassava flour in the quest for cheaper cost of food.
