We must make it a rule that any time there is mediation on the Division of Revenue Bill, or any time we have such a stalemate, then any deficit which is required should come from the people who brought the mess, until it is corrected. That proposal should be a standing rule in this House so that people can behave in good faith and lead this country the way we want it to be led. It is wrong to be an activist and say that Parliament is anti-devolution.

People should also know that the additional money does not fall from nowhere. It comes from taxes of the people of Kenya. If we were to say that we do not reduce what we have already funded, then the next thing we will propose through the Finance Bill is to increase the Value Added Tax (VAT) or to increase the Income Tax to fund the deficit. Articles 95 and 96 of the Constitution are very clear. Nobody should try to do what the Constitution has not given them. In fact, I am happy that the National Assembly has never at any given time attempted to do what the Constitution has not given us to do. Going forward, the rule of law must prevail and we must act in good faith.
