In addition to what the Member for Kibwezi East said, what is in the Bill appears to bypass the head of procurement, who is actually the procurement technical person. My Committee felt that after the evaluation committee has done their work, they should prepare a report. The head of the procurement entity should then make their technical recommendations, in addition to the recommendations of the evaluation committee, so that the accounting officer can be well briefed. view
