Temporary Deputy Chairman, I beg to move:- THAT, Clause 38 of the Bill be amended by deleting the word ―may‖ appearing immediately after the words ―The Auditor-General‖ and substituting therefor the word ―shall‖. Clause 38 reads: ―The AG may examine the Public Procurement and Asset Disposal process of a state organ or a public entity with a view to confirming as to whether procurement was done lawfully and in an effective way.‖ We are saying that he must do it.
