  • 4 Dec 2014 in National Assembly: Hon. Speaker, having said that, the ability to pay is measured by the relationship between the debts as they are now and the Gross Domestic Product. Whether my friend says it is 49 per cent or 46 per cent, I want to say that according to the World Bank parameters, all countries which fall not more than 74 per cent of the GDP are still within the sustainable debts level. This House may want to know the best economies in this world. I want to challenge them to read. Japan is one of the biggest economies in terms of the ... view
  • 4 Dec 2014 in National Assembly: The question that we need to be asking is: Are we borrowing to invest in development projects? The answer as listed in the Report is in the Medium Term Two development projects. There are projects which are being planned and the figures allocated are general figures for planning. They are not the exact figures. What we need to be doing is to give this Government the opportunity to plan; to be able to go outside there and negotiate for loans. They should not go and negotiate, then tell the donors that they must consult Parliament for approval. It is very ... view
  • 4 Dec 2014 in National Assembly: have a country with first class infrastructure. Our cost of doing business must come down through reduction of energy costs. I need not say more as I can see my colleagues are now fairly convinced that we need to allow this ceiling for the reasons that I have indicated. I strongly support. I urge Members to support it. For those of us who are in my Committee, the questions have been raised and are answered. I support. view
  • 26 Nov 2014 in National Assembly: Hon. Speaker, I beg to lay the following Paper on the Table of the House today Wednesday, 26thNovember, 2014:- The Report of the Departmental Committee on Finance, Planning and Trade on Consideration of Sessional Paper No.14, 2014. Thank you, hon. Speaker. view
  • 28 Oct 2014 in National Assembly: Hon. Chairlady, I think we have been discussing this matter for quite some time. I remember the hon. Speaker made the same ruling last time, and I think it is high time we stopped discussing this matter. It is good that we have some procedure on how to transact the amendments which are brought by individual Members. This is because bringing an amendment means that somebody has read the Bill and done a lot of research in order to be able to bring it. Personally, I would support that we report progress now, and allow those amendments to be taken ... view
  • 22 Oct 2014 in National Assembly: On a point of order, hon. Deputy Speaker. view
  • 22 Oct 2014 in National Assembly: Hon. Deputy Speaker, I like the Motion, but is it in order for the hon. Member who has just spoken to make serious allegations about men? She has actually made two dangerous allegations. One is that men are becoming irrelevant. Men are very relevant in many ways, unless the hon. Member becomes specific in what areas men have become irrelevant. The other allegation that she has made and which she needs to clarify is whether really all men are unproductive. Many men are very productive and she needs to be very specific! view
  • 21 Oct 2014 in National Assembly: Thank you, hon. Speaker. As you might have noted, this is a Bill that is being sponsored by my Committee. I want to thank my Vice-Chair who moved the Bill while I was a way. I want also to thank the person who seconded the Bill while I was away. Hon. Speaker, as you might see, this Bill is actually meant to bring the field of Securities and Investments Analysts into an organized profession. This is one of the areas I did generally in my profession; accountancy. Hon. Speaker, this Bill will look at the unique issues of the investment ... view
  • 21 Oct 2014 in National Assembly: witnessed that collapse. As a country, we need to build our own professionals and we do not need to borrow. As we speak right now, Kenyans are busy doing examinations from certified financial analysts of the United States of America. view
  • 21 Oct 2014 in National Assembly: Hon. Temporary Deputy Speaker, we need to domesticate our professions. The problems being faced in Kenyan today are unique. You cannot have an international examination body from the USA knowing very well that challenges in the USA are not the same as in Kenya. The United States of America is ahead of Kenya, almost 150 years older than Kenya. Kenya is only 50 years old after Independence. Therefore, our financial sector challenges are more unique. I am happy that with this Bill, we will have our own professionals and we shall administer our own examinations which capture the unique situation ... view
