What we have done as a House is to delegate power to either the Ministers or Commissions to come up with regulations which will help them facilitate the implementation of those Acts of Parliament. Speaker, the recent pronouncements by the President that approximately 70 per cent of arable land in Lamu County was irregularly allocated to private entities during the period of 2011 to 2012 was very alarming. These land allocations were carried out in disregard of the law and the Constitution ostensibly with a view to claiming compensation under the Lamu Port, South Sudan Ethiopia Transport (LAPSSET) Project. On 31st July at 8.00 p.m., the President addressed the nation on the issue of the land question in Lamu County. view
  • 5 Aug 2014 in National Assembly: Subsequently, it came out that huge chunks of land have been allocated to very few private companies in that county. It is still very fresh in our minds the insecurity problems in that county where more than 90 people lost their lives. Land issues have remained largely unanswered in this country.
