Temporary Deputy Chairman, I beg to move:- THAT, Clause 4 of the Bill be amended- (a) by deleting subparagraph (ii) appearing in paragraph (a); (b) by deleting paragraph (b). Hon. Temporary Deputy Chairman, if the amendment to the original Bill goes through, the effect of it will be that where there is an amendment of the agreement of the loan, it will exceed the limits set by Parliament. So even if we pass the amendment, it will still be superfluous because it says that this section shall not affect international securities. Even if we pass it, Section 53 deals with internal borrowing by the Government. view
