  • 2 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman, for giving me the opportunity to contribute. I am also a member of the Departmental Committee on Agriculture, Livestock and Cooperatives. I support the amendment even though there is something that we over-looked. Looking at Clause 29E, the aspect of enforcement is a bit weak. view
  • 2 Mar 2016 in National Assembly: Hon. Temporary Deputy Chairman, I agree with you that renumbering is just about cleaning up the Bill to make it look better. As we support the amendment, we need to point out what we may have over-looked. I am worried that the aspect of enforcement is not as strong as it should be. This amendment is meant to improve the Motion by including passports because IDs and passports are documents of identification. It is only that IDs are locally recognised while passports are internationally recognised as a way of identifying the origin of the holder. I am seconding this Motion and supporting my brother, Hon. Mutahi, because I have had a personal experience. At one point, we were visiting the Peoples’ Republic of China and China has a system ... view

  • 18 Feb 2016 in National Assembly: I want to take this opportunity, Hon. Speaker, to thank you for the ruling. Because today I am sober, I want to agree with you and step back--- view
  • 18 Feb 2016 in National Assembly: Hon. Speaker, I did not expect interruption from my boss, but I was eagerly waiting to see this amendment go through. I was emotionally not sober. That is why I want to declare here that I was not sober. view
  • 18 Feb 2016 in National Assembly: I am aware, Hon. Speaker, that eventually you will have to give him an opportunity to raise his issues, but I just wanted to comment on your ruling. I am satisfied with the way you have ruled. However, I was very keenly listening to you and the issue of the owner of that company being my personal assistant. All personal assistants are Parliamentary Service Commission (PSC) staff and we have a way of establishing who is a personal assistant of a Member of Parliament and who is not. I also did my fact-finding early in the morning and I want ... view
