As a ranking Member, I want to give a report on behalf of the Departmental Committee on Agriculture, Livestock and Cooperatives pursuant to your Communication on 14th October. I wish to apprise the House on the business before the Committee as at 21st October 2015, which is today. We have four pending Bills which have already gone through the First Reading. The first Bill is The Agriculture, Fisheries and Food Authority (Amendment) Bill, ... view

  • 27 Aug 2015 in National Assembly: Thank you, Hon. Speaker. Last week on Thursday, I stood on Standing Order No.39 asking for the whereabouts of the report on the crisis facing the sugar industry in Kenya. Those of us who have interest in this report were promised that it would be brought to the House on Tuesday. On Tuesday, it appeared on the Order Paper but we could not reach it. Yesterday, it was under Order No.14. This morning it was Order No.15, it was going back. On the current Supplementary Order Paper, it does not appear anywhere. It is only the report that was before ... view

  • 20 Aug 2015 in National Assembly: Thank you, Hon. Speaker. I rise on Standing Order No.39 under the heading of “Weekly Programmes for the Business of the National Assembly”. Hon. Speaker, if you allow me, I will read out the contents of Standing Order No.39. It states that the Clerk shall prepare and publish on the Parliamentary Website a weekly programme showing the business of the House and the schedule of sittings of various committees, and shall circulate such programme to Members, State Departments and the media not later than the Friday of the week preceding such business. • 20 Aug 2015 in National Assembly: Hon. Speaker, I want to correct that. What I have seen on the Order Paper has confused me a bit. Allow me to put my point across. I am a Member for Mumias East, where Mumias Sugar Company is situated. I am representing very many sugar cane farmers. On this Weekly Programme, we have had this Report on the sugar crisis, which we were meant to debate and come up with findings or solutions to the problems afflicting the sugar sector. I came in to find that we have a Supplementary Order Paper. My understanding of the word The electronic ... view
  • 20 Aug 2015 in National Assembly: “supplementary” is additional, to supplement whatever is available. Surprisingly, I have found that we do not have the Report on the sugar crisis, yet our people are suffering. They need this Report so that we can have solutions to the problems we are currently experiencing. I really would have wished that the House is informed of what caused Order No.14 to be removed. The problems in the sugar sector are well known to you and they are in the public domain. Right now, they are a topical issue. We really need to find a solution to this problem, so that ... view

  • 20 Aug 2015 in National Assembly: I would like to thank all the Members of the Committee for their sacrifice and commitment to the cause of the mediation process that resulted to a common ground being arrived at.
