Part 4 contains provisions designed to facilitate the performance by an authorized fact-finding mission of its functions under the Convention. The CS may issue an authorization in respect of that mission which shall authorize the members of the fact- finding mission to exercise such rights of access, entry and also an obstructed inspection as required.
