Thank you, hon. Temporary Deputy Speaker. I join my colleagues in condoling the families that lost their loved ones. In Mumias East Constituency, we lost two students. We buried Mildred Yondo Wakholi on Saturday and we buried Evans yesterday. Like one speaker said, these students came from poor families. For example, Evan’s father had just sold land and paid school fees. Before two weeks were over, the son had been killed by the Al Shabaab . We were given a coffin, the mortuary bill was paid and Kshs100,000. However, that is not enough. The Government must look at how it ...

Thank you, hon. Deputy Speaker. I want to associate myself with those hon. Members who have supported this Speech. I was impressed as a Member of Parliament and especially coming from Mumias. I was impressed by the President‟s Speech. I was impressed when he apologised because it is not easy for many people to apologise. I was so impressed that the President had to gain the courage of apologising before us and before the whole nation. Thank you hon. Deputy Speaker. In the Cabinet, we did not see many of the Cabinet Secretaries from our region and we are hoping now that some of the Cabinet Secretaries are stepping aside, these positions that are being created will enable him to balance his Cabinet by including people from western Kenya. What is contained in this Report is what we have been talking about for many years especially when it comes to the former managers of Mumias Sugar Company and more specifically on Page 40, on the name ...

Hon. Deputy Speaker, I was saying that in the case of Mumias, Mumias was a vibrant company when Dr. Kidero took over as the Managing Director (MD). I personally have the issues that have brought down Mumias. They are so many to a level where if we were to bring all the cases here, they would be more than what is contained in this EACC Report.

Hon. Deputy Speaker, I am saying that if EACC has to investigate, let it investigate all the cases. We are aware that he took a lot of money using the discount he gave to the distributors when he was outsourcing.

On a point of order, hon. Speaker. I was very keen when you were guiding and advising us on how to go about this Bill and especially the timeliness of it. Even though Members have serious interests on this Bill, I want to assure them that they have an opportunity to also contribute to this during the Third Reading. I am also aware that there are a number of us who want to speak. However, given the timelines of this Bill, I want to request my colleagues that they look at the disadvantages of not The electronic version of the ...
