Madam Deputy Speaker, I thank you for recognising me as the Deputy Whip. Is the Chairperson of the Committee in order to mislead this House by saying that passengers transiting to other countries through our airports are being inspected, when we do not have any structure in place for that purpose? I say so because last Wednesday, I came back from Zambia but there was nobody from the Ministry of Health who attempted to find out whether we had transited from West Africa or whether we were coming straight from Zambia. Is the Chairperson in order to mislead this House? ...

Thank you, hon. Speaker. I happen to be one of the Members from Kakamega County and I want to thank hon. Otaalo for seeking this Statement. However, the issues of insecurity have been contributed a lot by lack of vehicles and even the few vehicles that are there you will find that most times they do not fuel and that is what has contributed a lot to the issues of insecurity. I thought that as the Committee goes ahead to inspect the aspect of insecurity in Kakamega, they should also be considering The electronic version of the Official Hansard Report ...

the number of vehicles that should be sent to Kakamega so that the level of response by our security officers is enhanced. For example, the Officer Commanding Police Division (OCPD) manning Mumias has three constituencies to secure and these include Mumias West, Mumias East and Matungu. You can see that there is only one vehicle used by the police. This is a vast area which I strongly feel that as they go ahead to investigate, they should also include the aspect of the level of response which is contributed by availability of vehicles.

Hon. Speaker, pursuant to Standing Order No.44(2)(c), I wish to request a Statement from the Chairperson of the Departmental Committee on Finance, Planning and Trade regarding non-compliance by the Customs Department in verifying transit goods as required under the Kyoto Convention of 1974.

Hon. Speaker, Article No.32(8) of the Kyoto Convention, to which Kenya is a signatory, provides that arrangements should be made for measures of mutual assistance among the customs administration of the countries concerned with regard to verification of the accuracy of the documents describing goods transported under customs transit and the authenticity of the customs seals. However, in Kenya goods are transiting the customs points without being subjected to the requisite verification, making the country a transit point for illegal goods.
