  • 20 Mar 2014 in National Assembly: Hon. Temporary Deputy Chairman, some of us become very emotional when we are talking about this Clause. That is because when we introduce The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 19 Mar 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to thank the Chairman for the answer. However, I want to find out the policy of the Ministry. What comes first? I strongly feel that they should, first of all, have the money before they start working on the road. We have a similar example in the county which I come from. There is a road between Sigalagala and Sidindi. They worked on it for about four to five kilometers and stopped. Up to today, we do not know when they are going to resume work on the road. Therefore, I think ... view
  • 19 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, I had sought this point of order when the Speaker was still on the Floor. I wanted to rise under Standing Order No.91; the responsibility for statement of fact. The responsibility of VAT is under Parliament. The hon. J.B did---I do not think it has anything to do with the Executive. Is he in order to refer to the President as sitting on the branch which he is cutting when he knows that the responsibility of making law, which includes the VAT Bill is the responsibility of Parliament? view
  • 26 Feb 2014 in National Assembly: Thank you, hon. Deputy Speaker for giving me this opportunity to contribute on this Motion. view
  • 26 Feb 2014 in National Assembly: I want to support this Motion with a very heavy heart, because I belong to the Committee on Agriculture, Livestock and Fisheries. We had a bit of input into this Budget, but unfortunately, whatever we proposed has not been included in this Budget. I think it is high time the Chairman and the Budget and Appropriations Committee assisted us, hon. Members, to make sure that we address issues that will help this country. view

  • 26 Feb 2014 in National Assembly: Thank you, hon. Deputy Speaker. I was making a very important point. I was saying that as a country, and as Parliament, it is high time we separated these Ministries and placed them where they belong. The production Ministries have to produce, so that the other Ministries that are geared towards giving service have the necessary funding that enables them to operate. For example, I regard the Ministry of Agriculture, Livestock and Fisheries as a ministry that is for production. If we cannot fund the Ministry of Agriculture, Livestock and Fisheries we shall forever buy food. This is why the ... view
  • 26 Feb 2014 in National Assembly: all. The KMC is supposed to escalate the income for our livestock farmers; however, no cent has been allocated to the KMC. I know that the Treasury--- view
  • 19 Feb 2014 in National Assembly: Thank you, hon. Speaker. I am a senior Member of this Committee. I have also been following what has been happening. In terms of operationalisation, the AFFA Act, 2013 was partly operationalised on 17th January, 2004 because we could not collapse the State corporations under the AFFA Act since the Crops Act had not been operationalised. The two Acts are inter-related. The COMESA safeguards are due to be removed by 28th February, 2014. It is not for us to operationalise the COMESA Act. This is an international treaty that was signed by the Government of Kenya. Therefore, they will automatically ... view
