On a point of order, hon. Speaker. I rise on a point of order to ask what the Committee is supposed to do in the event that they finish their quota, because we have a petition which we have not given an answer to because the Committee does not have enough money to go round the country and seek for the information that is required. I am asking this because this question by hon. Opiyo will also require the Committee to move around and possibly go to Mombasa to find out what is exactly happening. Even us, as hon. Members ...

Thank you, hon. Speaker, Sir. I rise on a point of order on Standing Order No.95. Given that we have a lot of business before this House and that the matter before us does not seem to have a lot of controversies in terms of issues, could I be in order to call upon the Mover to reply?

Thank you, hon. Speaker. This is just a Procedural Motion. Therefore, I want to refresh my earlier request, under Standing Order No.95, that the Mover be now called upon to reply. This is because, in a Procedural Motion, we either say that we accept the procedures or we decline. The mood of hon. Members from both sides of the House shows that we are in agreement that we approve these procedures, so that we can go to another business.

Thank you, hon. Temporary Deputy Speaker, Sir. The issue of roads is very emotive and every region would want their roads to be upgraded just like Chuka. I would like to find out from the Chairman the policy in the Ministry. As a Chairman, I am sure he must have found out from his Minister what the policy is in terms of balancing these projects. Just like the people of Chuka want their roads to be upgraded, the people of Mumias also, especially Mumias East where I represent, would like to see our roads also upgraded. What is the policy? ...

On a point of order, hon. Temporary Deputy Speaker. We are discussing the Statute Law (Miscellaneous Amendments) Bill. We are actually dealing with 49 Acts. Even if we are given three weeks, I do not think this House will come to any consensus. That is because in this Bill, we have some Acts which are---

What I wanted to ask is this: Would I be in order to call the Mover to reply so that we can move to the Third Reading, where we will be able to clean up this Bill and move forward?

Hon. Temporary Deputy Speaker, I want to concur with hon. Mwaura. Since we have suggested that this clause be deleted, the Chairperson suggested that there is another clause that will replace this Clause 12. It would have been reasonable if we were told more about the other clause which will replace the campaign financing expenses. As it is now, if we just suggested that we delete without finding out about the clause that will replace Clause 12, that will not be in order.

Thank you, hon. Speaker, Sir. I would like to seek your direction. Before we went through the Procedural Motion yesterday which made this a normal sitting day, various committees had planned to sit this morning. I want to seek your opinion on whether we will go ahead with the committee meetings now that we have a normal sitting day this morning. This is because chances are that the Chambers may be left without any Members given that all Members are members of various committees. Thank you, hon. Speaker.
