  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have no objection to that. But, first of all, I would like to look at the letter because the reasons are in the letter. I would like to see the letter before I come back to the House and decide whether it will be shared with the House. view
  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I am the representative of the people of Mumias. For me to have brought this Question to this House, it was because the person who was dismissed wanted me to bring it to the House. So, I will leave it to the Chair to decide because I would, first of all, want to look at the letter and see whether it is in his interest, my interest or the interest of the Chairman who was sacked and decide whether the matter should not be shared with other hon. Members in the House. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I beg to move that the Motion be amended as follows:- “subject to inclusion of the recommendation that “Mumias West Constituency” as proposed in Volume 2 of the IEBC Revised Preliminary Report page 96 be renamed “Mumias South Constituency”. Mr. Speaker, Sir, this is generally a harmless amendment. Long ago Mumias Constituency was divided into four divisions; Mumias West, Mumias North, Mumias East and Mumias South. When the constituency was split in 1996 which created Matungu Constituency, it went with Mumias North and Mumias West. What is left for Mumias Constituency which I have been representing was ... view

  • 14 Feb 2012 in National Assembly: Mr. Speaker, Sir, is my colleague in the Departmental Committee on Agriculture, Livestock and Co-operatives in order being aware that this matter he is raising is before our Committee and that is against Standing Order No.43(15)? Is he in order to ask this Question? view
  • 14 Dec 2011 in National Assembly: asked the Minister for Agriculture:- (a) under what circumstances the term of Eng. Julius Nyarotho at Nzoia Sugar Company was terminated; and, (b) what steps have been taken to compensate him. Madam Temporary Deputy Speaker, I have an answer here purportedly signed by Dr. Sally Kosgei. I happen to know the signature of Dr. Sally Kosgei and it does not look like this one. I would want to advise that if someone is signing for Dr. Sally Kosgei, he must indicate “for” and not just leave it blank. Otherwise, I would like to prosecute the Question. view
  • 14 Dec 2011 in National Assembly: Madam Temporary Deputy Speaker, going by the current Constitution, Chapter 4(2), Article 35 states that every citizen has the right of access to information held by the State. My Question is asking why the term of the Chairman of Nzoia Sugar, Eng. Julius Nyarotho, was terminated. However, the answer the Assistant Minister is giving me is that it was revoked. That is not an answer. You are just repeating the same Question I am asking. Maybe, I could replace the word “terminated” with “revoked” and ask you why Eng. Julius Nyaroto’s appointment was revoked. view
  • 14 Dec 2011 in National Assembly: Madam Temporary Deputy Speaker, as the person who asked this Question, I am not satisfied with the answer that the Assistant Minister has given because the Question was asking why the term was terminated. The Constitution protects us. Under the Bill of Rights, Chapter 4, we have a right to know the reasons behind certain actions. I am not satisfied with the answer and will leave it to the Chair to make a decision on what should happen. view
  • 13 Dec 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister of State for National Heritage and Culture the following Question by Private Notice. (a) What were the modalities for facilitating the Cultural Groups that have been invited to participate in the 2011 Kenya National Music and Cultural Festival held in Nairobi from 6th to 12th December, 2011? (b) How much money has been allocated to the five Cultural Groups/Dancers from Mumias Constituency, who are representing Western Province? (c) Could the Minister provide a list of the groups that participated and received awards in the event in 2010? view
  • 13 Dec 2011 in National Assembly: Mr. Speaker, Sir, I want to take this opportunity to thank the Assistant Minister for the answer. However, this country is in dire need to achieve national cohesion and integration. I have been looking at the budget for the Ministry and true to his word they have not budgeted for the national event. In Mumias we have five groups that represented us in the last even and each group has about 30 people. How does he ask the groups to raise such a huge sum of money? Why is he not able to factor this in the national Budget like ... view
