Mr. Deputy Speaker, Sir, I had talked to the Assistant Minister and he promised to do some consultations. For me, I really do not have any objection as long as whatever kind of consultations he is going to have will benefit farmers. I will want to remind him that on 30th September, 2010, and it is captured in the HANSARD---

Mr. Temporary Deputy Speaker, Sir, you have heard the answer that the Assistant Minister has given in response to Dr. Khalwale’s Question. The Question is very clear as to whether the KSB supports the sugar cane farmers in this country. However, from his answer, he did not indicate how farmers receive the money. He has talked about disbursing the money to the Sugar Development Fund, but has not indicated how this money eventually gets to the farmer. On a point of order, Mr. Temporary Deputy Speaker, Sir. The money for sugar cane development is supposed to come directly from the KSB to the farmers. The Assistant Minister is talking about the factory lending money to the farmers. Is he in order to mislead this House?

Mr. Temporary Deputy Speaker, Sir, I beg to ask the Minister of State for Defence the following Question by Private Notice. (b) What steps is the Minister taking to ensure people of South Wanga have a fair chance to join the Armed Forces?

Mr. Deputy Speaker, Sir, you have heard the answer the Assistant Minister has given. I do not know how much he trusts the officers he sent on the ground. I was personally there with some people. Mumias Constituency which is Mumias District has three divisions namely East Wanga, Nabongo and South Wanga. When the officers came to the ground, they announced that people from South Wanga Division would be recruited in Matungu Constituency which is a neighbouring constituency. I would like to inform the Assistant Minister that if his officers gave him this information, they did not tell him the ...

Mr. Temporary Deputy Speaker, Sir, I have looked at the list tabled by the Assistant Minister but I do not know whether it is authentic or not because it does not have a letterhead and the name of the person who signed it. It has no name appended on it.

Mr. Temporary Deputy Speaker, Sir, given the number the Assistant Minister told us in the morning session, that they recruited 1,800 people during the recent exercise, is it fair that out of 1,800 recruits nationwide, they can only recruit five candidates from Mumias Constituency?

Mr. Deputy Speaker, Sir, what has the Assistant Minister done about the lightning strikes that we have had in western region, where there is a lot of rain? Many of our institutions, especially schools, have a lot of lightning strikes and I believe that they are part of the disasters that you have been addressing. I would want to know how you have handled that kind of disaster.
