  • 7 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No.089/2019 to the Office of the Director of Public Prosecutions. (i) Could the Director of Public Prosecutions (DPP) confirm the claims of Kenyan personalities alleged to be engaged in international drug trafficking as well as having received bribes running into hundreds of thousands of dollars to frustrate the extradition of drug criminals? (ii) Is he aware that the said Kenyan personalities are at the risk of indictment and prosecution in foreign countries? (iii) Could the Office of the Director of Public Prosecutions provide the list of the Kenyan personalities and agencies ... view
  • 7 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I am usually not wordy and Hon. Oundo’s contribution actually picked on exactly what I had wanted to contribute. The responsibilities of PIC have clearly been spelt out under Standing Order No. 206(6). They have also been given what they do not need to do in Standing Order No. 206(7). It is very clear. I am shocked because the new Constitution introduced bicameral houses and in the process, increased the number of committees in the National Assembly. In due course, it has caused a lot of confusion. There was a lot of excitement from Members to ... view
  • 7 Mar 2019 in National Assembly: When a matter that was touching on dams - which we oversee as the Departmental Committee on Environment and Natural Resources - came before us, we said that the matter would be handled by the Departmental Committee on Agriculture and Livestock. That is what we want to encourage. Our committees should be courageous enough to leave out what they do not need to investigate under the Standing Orders and work on those issues that they have been allowed to investigate. I said this in the House Business Committee and I want to repeat it. As you make a ruling on ... view
  • 7 Mar 2019 in National Assembly: Thank you, Hon. Speaker for that guidance. The Kenya Airways and the Kenya Airports Authority are very close. I withdraw and say that they invited the KAA. My apologies, Chair of PIC. My point has been made. We require a lot of assistance from the Office of the Clerk to guide us when a committee of this House rightfully invites a witness to appear before it. view
  • 6 Mar 2019 in National Assembly: Hon. Speaker, pursuant to Standing Order No.33(1), I seek leave for the adjournment of this House for purposes of discussing the ongoing strike by the Kenya Airports Authority (KAA) workers. This morning, the city woke up to a paralysis of operations at the Jomo Kenyatta International Airport (JKIA) arising from the industrial action by the Kenya Aviation Workers’ Union (KAWU). The Union is protesting against plans for the takeover of KAA operations by the Kenya Airways. The strike will have a serious economic impact on Kenya affecting tourism and businesses, including hundreds of passengers getting stranded as they try to ... view
  • 6 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Pursuant to Standing Order No.33(1), I seek leave for the adjournment of this House for purposes of discussing the ongoing strike by the Kenya Airports Authority (KAA) workers. This morning, the city woke up to a paralysis of operations at the Jomo Kenyatta International Airport (JKIA) arising from, the industrial action by the Kenya Aviation Workers’ Union (KAWU). • 6 Mar 2019 in National Assembly: friend wants to interrupt. However, some airlines had to book their passengers into hotels. They usually do this when flights are cancelled. This has been caused by the strike. Just to summarise, we have the landing and taking off fees that should have been paid to KAA, and we have missed more than 40 flights that were meant to take off. Therefore, take off fees have not been received by KAA. For landing fees, we are told some airlines are landing in Arusha and Kilimanjaro and this is revenue lost for this country. I do not know why my counterpart ... view
  • 6 Mar 2019 in National Assembly: For us as leaders of this country, this is a very serious matter. I just want to request my colleagues that we play a role in terms of the leadership in this country. I am wondering because the KAWU boss gave a notice of 21 days. My biggest question is: What was the CS in-charge of Transport doing for those 21 days? What was the CS in-charge of Labour doing within those days? Why could this matter not be resolved well in advance before this country is affected the way it has been affected? Questions are being asked and I ... view
