Thank you, Hon. Temporary Deputy Chairman. I hear the complaints of Members. It is correct that the chairs must be in the House. You will understand that this is a new exercise that the chairs did not anticipate. I encourage the vice-chairs and also Members of these committees to be abreast with what is happening so that we do not rely on chairs only. Meanwhile, we have already passed a message to the chairs. I am sure in a few minutes, they will be coming in.

Thank you, Hon. Temporary Deputy Chairman. I will be brief. Just like my colleagues have said, as a country we need to go the irrigation way. As we approve these amounts I want to urge this state department to relook at Galana Kulalu Project because this was a very noble idea. It was developed wrongly and has caused the Government huge losses. This department needs to go back and see what went wrong. It was meant to solve the food shortage problems and give this country food security.

I was just reminding him that, and we want the RPP to share this money out fairly, we are aware that we have some parties that resisted participating in the elections of 26th October. Therefore, this is money that will come to Jubilee. We want to expect that the money will come to us. This is what you need to approve.

Thank you, Hon. Temporary Deputy Chairman. I want to support this Vote but quickly also point out that the Independent Electoral and Boundaries Commission (IEBC) is currently not properly constituted. I would like to request the Departmental Committee on Justice and Legal Affairs to make sure that this Commission is well constituted before they go to do boundary delimitation so that they can proceed with the work which Kenyans need to see.

Thank you, Hon. Temporary Deputy Chairlady. The Leader of the Majority Party has said what I would have wished to say, but let me add. Besides hiring trainers, the funds will also help to train other teachers so that we have enough teachers for all TVETs to enable the Government meet one of the requirements of the Big Four Agenda: manufacturing. We need skilled labour which can only be found in technical colleges where the funds have been allocated. We are going to be the beneficiaries.

There is a TVET in my constituency which is almost ready. I am sure we are going to recruit teachers towards the end of this year. I urge Members to support the amended Budget Estimates so that we can see the benefits of TVET.
