Why did the Assistant Minister take four months to pay these nurses when he knew that they were newly recruited and had nothing to support themselves with while they were working? view

The absentee landlords were settled there in 1970s and because of the persistent drought in that area, they decided to leave the land. Other people came in and settled there.
