With due respect, I am glad to say that I was the architect of the Marginalization Fund in the Public Finance chapter at Bomas as the Chairman of the Technical Committee. I explained that matter in my position as the Chairman of the standing Committee on Finance, Commerce and Economic Affairs and with the knowledge of the objective behind that Equalisation Fund. The Kshs200 million that Mandera County got this financial year will definitely not build and tarmac those roads and do all those things that are there in the Constitution. So, it is not really going to be a benefit in the sense in which it was originally envisaged. view
