I am happy that you have indicated that we can go ahead, that it will not be prejudicial to the proceedings of the Supreme Court. Mr. Speaker, Sir, I want to request that you guide the House on two issues. This is a House of Parliament. We have traditions from other Houses of Parliament all over the world. Indeed, any Statement read by the Chair of a Committee must be a Statement signed by the relevant Cabinet Secretary and not by the Chair. We will need guidance on that. Secondly, we also have seen today in one of the Houses of Parliament in this country, a precedent where a Cabinet Secretary has been invited to come and present or read a Statement from the Floor ...

Mr. Speaker, Sir, I want to inform the hon. Senator for Isiolo that based on analysis done by the Parliamentary Budget Office which is incidentally the same office of the Economics and Research shared by the National Assembly that up to 18 counties will face a deficit of up to Kshs28 billion. In other words, 18 counties will not provide services which have been devolved to the counties. For example, Nyeri County will face a deficit of up to Kshs3.5 billion, Nairobi, up to Kshs7 billion and Mombasa over Kshs2 billion in providing services they were providing before. So, you ...
