Mr. Temporary Deputy Speaker, Sir, the Minister came in late. We discussed that issue earlier. Unfortunately, the majority of the people who were in the previous Government are in the current Government today, and the person who superintended over that regime is the same one advising the current regime, day and night, at State House. He is not here. The recommendation here is to the current Government to take action, and not to the past regime. The Minister has missed that point. So, one of the recommendations by the Committee is: "Can this Government take action now on those people?"; ...

Mr. Speaker, Sir, we were told earlier that it is a question of law, so we passed a law. Now, the Minister is saying that it is a question of us waiting until they put the e- Government into place. Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is aware that every time his boss goes to Coast Province, the most important issue that is raised by Muslim leaders is issuance of identity cards and passports because of the discrimination being perpetrated against the people of not just the North Eastern and Coast provinces but wherever somebody bears the name of a Muslim. The recent example is that lady boxer who had a Muslim name. The other example is the Kenya Television Network (KTN) editor who had a Muslim name. Mr. Speaker, Sir, the Government has announced a ban on all flights, to and from Somalia with effect from 13th November, which was yesterday, including scheduled passenger flights in the two countries. We understand the reason given to be the possible terrorist threat from Somalia following the recent alert by the US Embassy in this country. Mr. Speaker, Sir, today is on 14th. Two weeks to explain the rationale behind an action by the Government, honestly is something I find--- This has serious economic effects on people who are doing business with Somalia. I would wish that the Statement was issued next week and not in two weeks time because the Minister is in the country.

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to say what he has said when last year we passed the Procurement Bill? The Procurement Act clearly specifies the procedures the Government must use in procuring land, which is also part of property, goods or any services. Single-sourcing can only be used when there is an emergency. Mr. Speaker, Sir, is he in order to mislead the House that you can actually acquire land through an emergency and this is not an emergency?
