  • 19 Apr 2016 in Senate: Mr. Speaker, Sir, the statement that was requested by Sen. (Prof.) Lonyangapuo is not ready. It has just been delivered to the Clerk of the Senate this afternoon. We will deliver it tomorrow if it will be ready. However, I am ready with the Statement that Sen. (Dr.) Khalwale requested that was scheduled for this week. view
  • 19 Apr 2016 in Senate: Mr. Speaker, Sir, a statement was sought by the Senator for Kakamega County, Sen. (Dr.) Khalwale, regarding the funding of the CoG activities. In The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view
  • 19 Apr 2016 in Senate: Mr. Deputy Speaker, Sir, I thank all the Members who sought clarifications. In fact, there is no Member who did not seek a clarification. This is an important matter because it is about accountability and how public funds have been used. Before I go on to specific questions - from the mood of the House and what the Members have asked - I propose that we organise a Kamukunji for all the Senators and invite the Controller of Budget, the Auditor-General, the Chairman of the CoG and the Cabinet Secretary of the National Treasury. Although these are county functions, the ... view
  • 19 Apr 2016 in Senate: Mr. Deputy Speaker, Sir, it is not exactly that way. I have no intention of going through each of them, but I just need any item that may not have been captured in the five points that I have mentioned. view
  • 19 Apr 2016 in Senate: Mr. Deputy Speaker, Sir, that will be the right way to go. We will get all those specific sets of questions from the HANSARD and our committee will prepare that. First, we will then invite the Auditor-General and then the Controller of Budget, the Cabinet Secretary for the national Treasury and the CoG. After that, we will then take necessary actions. In the meantime, we need to also invite the EACC to examine that account as a matter of urgency because there are claims that the money could have been used as a slush fund to finance some of the ... view
  • 14 Apr 2016 in Senate: Mr. Speaker, Sir, I beg to lay the following Paper on the Table of the Senate, today Thursday, 14th April, 2016:- The Report of the Standing Committee on Finance, Commerce and Budget on the Division of Revenue Bill (National Assembly Bill No. 4 of 2016). view
  • 14 Apr 2016 in Senate: Mr. Speaker, Sir, the Statement by the Senator for Meru is shocking. It is not just about a governor, but the Governor for Meru is the Chairperson of the Council of Governors (CoG) in this country. Therefore, he occupies a very important office. Therefore, to imagine that today, children and women in that county can be denied essential and critical medical services because of the perceived fear, arrogance or both of the governor, is a shame and a disaster. Mr. Speaker, Sir, some of the actions by these governors, like declining to accept medical equipment which affects the life and ... view
  • 13 Apr 2016 in Senate: Mr. Speaker, Sir, we will provide the response in two weeks, but I want to seek your indulgence. Some of the questions being asked in the Statement, for example, regarding how much manufacturing factories contribute to the GDP is public information available in the economic survey which is published every year in May. However, since he has requested, I will provide that information in two weeks. view
  • 13 Apr 2016 in Senate: Mr. Speaker, Sir, the Senator was a senior public servant. The information in the Economic Survey is published by the Ministry and it is based on data collected by the Kenya Bureau of Statistics. We have no reasons to doubt it, but we will confirm as a team and then provide the information. view
  • 13 Apr 2016 in Senate: Mr. Speaker, Sir, this Statement was sought by Sen. Leshore and it regards the public-private partnerships. I wish to respond to the statement as follows. The Senator sought to know a number of things. The statement is very detailed and, because the Senator has a copy, I will go straight to the critical information. The hon. Senator sought to know the number of Public-Private Partnership (PPP) projects undertaken across the country in the last three years and the status of each project. Mr. Speaker, Sir, following the coming into force of the Public Private Partnership (PPP) Act in February, 2013, ... view
