  • 9 Mar 2016 in Senate: Madam Temporary Speaker, the question that has been raised regarding ID cards has not been properly answered. The issue being raised here is how you tell a Kenyan who lives or does business in Mwingi or Kitui County applying for an ID card there to go to his ancestral home because that does not make sense. Secondly, could the Vice Chairperson clarify why the Ministry carries out special vetting of ID card applications from north eastern and other border regions of the country when vetting has been carried out by security officers and other leaders in the counties? This is ... view
  • 9 Mar 2016 in Senate: On a point of order Madam Temporary Speaker. I rise on Standing Order No.98 (2) that the question be now put on this Adjournment Motion because we are repeating ourselves at the expense of valuable time of this House on a procedural matter. view
  • 9 Mar 2016 in Senate: Madam Temporary Speaker, normally, this sign is used for victory. When it is inverted, it means a loss. So, you, guys, have lost and you know it. There is nothing obscene about it. If you do not like that sign of a loss, I withdraw. view
  • 8 Mar 2016 in Senate: Mr. Deputy Speaker, Sir, I want to comment on the same. I appreciate the point of order raised on this Bill. This Bill and the one from Sen. (Dr.) Khalwale, are indeed very important because they set out the place of the Senate. There is a process being carried out by the Salaries and Remuneration Commission (SCR) regarding job evaluation to determine their place in terms of their status. I think it would make a lot of sense to discuss this Bill and at the Committee stage, bring in amendments to ensure concurrence with that the Senator for Kakamega brought ... view
  • 3 Mar 2016 in Senate: Mr. Speaker, Sir, I agree that we have a free market and to some extent, there is free movement of labour in some professions. However, the fundamental point is that according to our laws, where the skills are available locally, officers dealing with immigration are obliged by law not to issue work permits. That is very clear. I think that is the issue is being raised here. view
  • 2 Mar 2016 in Senate: Mr. Speaker, Sir, this Statement is not ready. The National Treasury has requested for a week. I want to appeal that we have this Statement next Thursday. view
  • 2 Mar 2016 in Senate: Mr. Speaker, Sir, there is no other reason except that the National Treasury’s argument is that in the last couple of weeks they have been extremely busy with issues of the budget. They have requested for a week. Hopefully, this will be the last extension they will seek. view
  • 2 Mar 2016 in Senate: Mr. Speaker, Sir, I seek the indulgence of Sen. Khaniri. This Statement is not ready. I know it is urgent. However, the El Nino funds are disbursed through very many Ministries. They have to compile the figures. The implementing Ministry is also a different Ministry. They have requested for a week. Therefore, next Thursday, I should be able to give an answer on this. The electronic version of the Senate Hansard Report is for information purposes view
