24 Feb 2016 in Senate:
Mr. Temporary Speaker, Sir, the Governor confirms that the Central Bank of Kenya (CBK) has embarked on a process of developing new currency as required by the Constitution. It will be appreciated that the process is very technical and complex and also involves public participation which the Governor confirms has already been undertaken. Further steps include preparation of the design and procurement of the currency in accordance with the law. The electronic version of the Senate Hansard Report is for information purposes

24 Feb 2016 in Senate:
Thank you Mr. Temporary Speaker, Sir. You know the sort of the problems you have heard in printing of currency in this country. It is well known to those who have been in the Grand Coalition, because that is the time when there were a lot of intrigues regarding the whole idea of the De la Rue complex with regard to ownership and all that. I think no one knows better than the Senator who is seeking this answer. That is now water under the bridge. This Government has only raised two issues. One, there is no doubt that this ...

24 Feb 2016 in Senate:
Mr. Temporary Speaker, Sir, I have answered the questions that have been raised and given a commitment to get a timeframe from the Governor of the Central Bank on when this can be effected. But I want to assure the Members that we do not have a cultist situation. I am sure that the Senator for Kakamega will be more than pleased to have his own portrait on any currency, in the likely event that he ends up in that office. I can assure the House that we will get a timeframe.

On a point of order, Mr. Deputy Speaker, Sir. Is the hon. Member in order to suggest that the matter should be investigated? An assault is a criminal offence and does not need investigation; the police just need to arrest. We do not need to spend the Committee’s time on investigation. That is a crime and the police should simply arrest.

18 Feb 2016 in Senate:
On a point of order, Mr. Speaker, Sir. I thank all the Senators for their kind words and the confidence they have expressed in my ability to represent them in the Pan-African Parliament (PAP). My pledge is that the PAP will certainly hear a lot about the Kenyan Senate, the Kenyan Parliament and the Kenyan nation in general regarding our priorities in terms of policies, other protocols and some legislative directions that are of interest to us. So, I will hopefully meet your expectations. Thank you very much for your confidence in me.

17 Feb 2016 in National Assembly:
Mr. Speaker, Sir, I have listened to the request for the Statement regarding funding to counties. It is a very important question. A number of counties have, indeed, raised questions regarding this. We will discuss this matter substantively with the Cabinet Secretary before we bring the response. Two weeks is our request. This being a budget making period, I will be busy.

17 Feb 2016 in National Assembly:
Mr. Speaker, Sir, the El Nino funds is a matter that is vexing me too. This is because a substantial amount had been set aside for El Nino . It is good that the Member has requested a Statement on how that money has been disbursed. There have been questions regarding how money has been disbursed to some of the counties and how it has been used. I ask the clerks to expedite the sending of the requests so that we can get the answer in the next two weeks.

17 Feb 2016 in National Assembly:
Mr. Speaker, Sir, you know we had a long morning. I rise to second this Motion which deals with a very important Bill especially for this House because it determines where the location of the headquarters of the county governments will be. The two important aspects coming out of this mediation, as my colleague mentioned, are that:- The electronic version of the Senate Hansard Report is for information purposes
