On a point of order, Mr. Temporary Speaker, Sir. I would like to clarify that in a document that was submitted to our Committee by CRA, they explained how the 7.9 per cent was arrived at. They took the average growth of revenue according to the Treasury plus the average growth in the Gross Domestic Product (GDP) of the country. So, it is not really arbitrary. They combined these figures. This is why we said that we wanted to look at it when we come to the Division of Revenue Bill.

Thank you Mr. Deputy Speaker, Sir. The issues of petitions from county governments have been increasing in recent years. This one is more interesting because it shows that the MCAs who have brought the Petition must have been frustrated in trying to get a resolution to the problems. The concerns of accountability are there in many counties and the questions that are raised in this one are very serious. Mr. Temporary Speaker, Sir, when the Chairperson will be working on this - there was a directive by the President in Mombasa a couple of months ago that Kenyans should be issued with identity cards wherever they are - the Chairperson should ascertain whether that directive has been put in writing and communicated to all the registration centres across the country.
