It is about how much CDF was allocated to Tana River County for 2013/2014 Financial Year, the number of projects which stalled and the ones incomplete, the amount of money allocated per constituency, how the money has been used, how much went to development and how much to bursaries.   • 22 Jul 2015 in Senate: Mr. Deputy Speaker, Sir, his first request was to state the balance of money earmarked for CDF in Tana River County for 2012/2013. The allocation was Kshs282 million, but by 2013 March when elections were held, the balance was Kshs141 million in the CDF accounts of the whole county. The number of projects that were completed by March 2013 were 625. The total cost of money that went to Tana River County since CDF started was Kshs1,159,187,492. Is the Senator for Kakamega County – who has announced publicly that he also wants the type of seats where people sit and they are carried around – in order to say that there are militias? In fact, those are public servants employed as law enforcement officers similar to the Inspectorate Department of Nairobi County just like any other. Is he in order to refer to them as militia? That is a dangerous term to use. He should withdraw. view

For the last three years, there has been a running epidemic of a disease called dengue fever that is spread by mosquitoes. Treated mosquito nets are not preventive measures for mosquito control. Prevention means dealing with the vector that is responsible for the breeding. Could the Chairperson tell us how a Ministry that is able to send dozens of specialists all the way to West Africa to fight Ebola is unable to send a specialized team to these counties where there is a crisis, even with the county governments in place? Now, we are being told to sacrifice our mornings in order to catch up because people failed to participate in the proceedings of this House for which they have been elected to do.
