Mr. Speaker, Sir. I am referring to the political leadership. I want the hon. Senator who moved the Motion on behalf of the political leader of this House. She normally sits next to me here. However, in the last few days, she had to occupy the empty spaces here because those leaders are not there. Now, we are being told to come next Tuesday, Wednesday and so on, to spend our mornings here yet every day we are here and there is nobody to conduct business. Mr. Speaker, Sir, you heard the Senator for Kakamega. Could he clarify what Standing Order prohibits a Senator who has spoken from moving from Standing Order No.98? Could he do so or withdraw his remarks?

Mr. Speaker, Sir, where there is a Standing Order provision, you do not apply Standing Orders No.1. Standing Order No.98 is very clear that a Senator may rise in his or her place and may move “THAT, the Mover be now called upon to reply”. There is no provision of whether he spoke or not. So, is the Senator for Kakamega County in order to mislead this honourable House?

Mr. Speaker, Sir, I rise to give a statement on the increase in the minimum share capital of commercial banks which was sought by the Senator for Bungoma. The Senator had sought to know a number of issues regarding the increase in the minimum share capital, what policy informed the announcement by the CS to upscale the minimum capital of the banks to Kshs5 billion. Thank you, Mr. Speaker, Sir. When the Government raised the minimum capital of the banks from Kshs250 million to Kshs1 billion, it was an increase by four times. Literally, all the banks complied within the timeframe and the objectives at the time was also the same; to encourage banks to merge, so that we have few stronger banks and that helped. In early 1900s up to 1996, almost 30 to 40 banks collapsed because of a lot of management problems in the banking sector. Mr. Speaker, Sir, our successive governments have shied away from resolving border disputes. Border disputes have a potential to create conflict. However, in this country, they have always shied away from counties and national borders. I want to seek a clarification on this matter regarding Somalia, not on the maritime disputes that have gone to the United Nations, but on the border wall that is reportedly under construction.
