When the Presidential Task Force submitted this to Parliament, the process of actualizing all those recommendations has taken very long. It involves making appropriate legislation. However, because of that delay, the President has decided to go ahead and appoint boards of directors to various State corporations so that they can continue with their work. However, I am seeking your indulgence on this matter because under Article 216 of the Constitution, the CRA is among other things, empowered to make recommendations on matters of financial management regarding counties. That particular circular issued by the CRA is one such recommendation among many that they often issue to county governments to help improve the way counties use their money. The Chairperson of the Committee on Education has been repeating these answers for the last few weeks, regarding the safety and security of students and teachers in the north eastern region. The Chairperson has repeated his usual statement that security will be provided. The reality is that education institutions in the north eastern region have collapsed.
