Mr. Speaker, Sir, from time to time, the Government appoints a particular security agency to vet. Most of the time, to the best of my knowledge, it is the NIS that does vetting but from time to time. I think that there is that kind of arrangement and that authorized vetting agency will be the one doing it. It should not be the particular one that you are auditing. Mr. Speaker, Sir, I also rise to congratulate the House for adopting the Report of the Mediation Committee on the Division of Revenue Bill. This is the most important Bill for the Senate because it is about sharing revenue between the two levels of Government. It is one of the core mandates of this House. We have made our point. On a point of order, Mr. Speaker, Sir. The Message is very long. I seek your guidance because it appears that the Senator is reading a Message that gives a conclusive position that has already been taken by a particular party on a transaction that involves two levels of government and which should have been brought before the Senate for determination. I want your guidance on whether the Senator is doing it right.

On a point of order, Mr. Speaker, Sir. In view of the fact that quite a number of county governors, a substantial number if not the majority, have already agreed and signed for the equipment, is it in order for the Council of Governors which represents all the 47 Governors to send a Message that runs contrary to that position? We know that majority have signed. There is nothing in the Constitution that prevents the national Government from buying something and donating it to hospitals. Mr. Speaker, Sir, it is always very refreshing to hear the Swahili of the Hon. Senator from Kwale. This House will be inundated with petitions from the counties. It is an indication that all is not well within the counties. The concern of this Senate should be about the county assemblies. Thank you, Mr. Speaker Sir. Security is the right of every Kenyan. The security situation in north eastern counties is very worrying, to say the least. The education sector that the Chairman represents is totally paralyzed in the north eastern counties from Garissa to Wajir – primary, secondary and tertiary. This is the only college that is open. Next month we are voting Kshs210 billion to security and that is this year alone.
