Mr. Temporary Chairman, Sir, I beg to move:- THAT, clause 24 be amended in- (a) paragraph (a) of sub-section (1), by inserting the words “who shall be the chairperson” at the end of the paragraph; and (b) sub-section (3) by deleting the words “shall appoint a chairperson from among the persons under subsection (1) above and” appearing immediately after the words “the Auditor- General”. We are suggesting that the Auditor-General shall be the Chairperson of the advisory board like it is the case in all other institutions like the Central Bank and others. Mr. Temporary Chairperson, Sir, I have an amendment which is not on the Order Paper. I propose that Clause 26 be deleted and substituted therefor with the following new clause:- “26. (1) subject to section 10 the principal function of the Audit Advisory Board shall be to advise the Auditor-General on the exercise of his or her powers and the performance of his or her functions under the Constitution and this Act.

Mr. Temporary Chairperson, Sir, I beg to move:- That, Clause 32 of the Bill be amended in sub-clause (1)by deleting the word “may” appearing immediately after the words “public entity”. What it means is that the final report by the internal auditor which has been deliberated on and adopted by an audit committee of a State organ or public entity be copied to the Auditor- General. It should not be “maybe”. That is the discretion we are trying to avoid. If you remove “May” then obviously it means that it must be done. I am not a lawyer but I ...

Mr. Temporary Chairperson, Sir, I was explaining as the third person. They must have forgotten the English of the third person. It should actually be copied to the Auditor- General. The word is very clear; it is “shall”.
