One of the parameters that Members did not seem to have understood and which some of the Members have raised a lot of concern about is population. I want to clarify on it. Population is a key parameter because all over the world in anything that you deal with people, it is the numbers that count. I want to clarify and discuss one important factor because there are Members who have tried to relate devolution to the CDF. CDF is the fund that deals with development projects only; you are building facilities like infrastructure. In county governments, it is about service delivery.
