Senator has, I can assure you that there is no money that is borrowed in cash form from China that gets shared out. In the rest of the world, the waterways are used as transport, not just in the sea, but even in the rivers and lakes. We have similar lakes and rivers which can actually be used. What is the Ministry doing in terms of putting up jetties in some of those lakes, like Lake Turkana and many other inlets in the Coast in particular, to encourage utilization of these waterways for transport? The Bill is a very important piece of legislation that clearly provides that the county assembly shall not be fully and duly constituted for the first sitting after the general election unless all the Members have been nominated and their names published in the Kenyan Gazette. This is important.   • 18 Jun 2014 in Senate: Mr. Speaker, Sir, I thank Sen. (Dr.) Zani for that Statement. The affordability of secondary education in this country has become a privilege. I agree with Sen. Musila that this Government would want to declare free secondary education by 2016. But in the interim, I know that in the Budget that was just read last week, there was an increase of 33 per cent in the amount of money that has been allocated for secondary school tuition. Could she explain how that will impact on the school fees structure of public schools? view
