  • 18 Jun 2014 in Senate: Mr. Speaker, Sir, you have heard Sen. (Dr.) Zani’s response to a question that I asked. When budgets are prepared, three or four months before that budget, policy statements are done which determine, based on the policy of a particular Ministry, how much resources are allocated. Before the Government decided on an increase of 33 per cent on the allocation for tuition to secondary schools, that policy must have been discussed and agreed on by the Ministry long before the question was answered. Whoever has given the answer should have known that there is the 33 per cent. In other ... view
  • 18 Jun 2014 in Senate: Mr. Speaker, Sir, I thank the Attorney-General Emeritus for the suggestion that he has now got half the answer and he is looking for the other half. But I want to emphasize that I sought that Statement several months ago. It has taken too long and I do not want it to be overtaken by events. So, I would really appreciate if he could expedite it and get the response before the end of two weeks. view
  • 17 Jun 2014 in Senate: Mr. Speaker, Sir the statement that was sought by the hon. Senator for Murang’a County is a very important issue. This matter is still generating some measures that need to be taken to the Government. As a Committee, we were not satisfied with the answer we got. We have since sought a better answer. Mr. Speaker, Sir, we are aware that the Central Bank of Kenya (CBK) commissioned a team that looked at that issue and has recently come up with something. So, we are waiting for a better answer which we will furnish the House with once we get ... view

  • 17 Jun 2014 in Senate: Thank you very much, Mr. Speaker, Sir. There are two things that I want to respond to. We have been told by the immediate speaker that Al Shabaab has announced--- In this day of technology when somebody puts in a twitter account any message, you cannot take it for granted that it is actually Al Shabaab who are posting that. Al Shabaab has not made any announcement either by video or audio. So we cannot rule out the Government’s--- If the buck stops with the Government, then the Government of the day with the President at the top is saying ... view
  • 17 Jun 2014 in Senate: Mr. Speaker, Sir, in my view, what happened yesterday cannot really be entirely attributed to what we believe is Al Shabaab . We cannot take everything that happened for the last two years that it is Al Shabaab . I will tell you why. There have been so many explosions happening in this place and every time, the people arrested for causing them were not people whom you say are Al Shabaab . So, let us not say that everything that happens in this country is because of Al Shabaab . Let the Government investigate and come up with evidence. ... view
  • 17 Jun 2014 in Senate: Allow us to speak. The second point is that if any one of us is culpable, I think we have to be ready for whatever action. • 17 Jun 2014 in Senate: Mr. Speaker, Sir, therefore, it is very important because this is the time, for this country, when the security forces must investigate what is going on. We were told a few months ago that terrorists are living in--- view
