Maybe I should seek the indulgence of the House to add that, the Act under which these regulations are made, Section 205 of the Public Finance Management Act, requires that these regulations be adopted by both Houses and within 15 days of their passing by the other House. So, if the other House passed them last week, by next week if we do not pass them, they will have lapsed and they become regulations. The Motion calls for specifically the constitution of a committee to undertake security review and formulate security strategies on security matters. The Constitution provides for the National Security Council which is in effect a committee of experts. I do not understand how we can set up a committee of sorts to undertake the role of a constitutional organ. The import of this Motion is that a committee has to be constituted nationally by the national Government. Is it the understanding of this House that we have lost faith in the National Security Council which is a committee mandated by the Constitution to specifically deal with this aspect? When we urge the national Government, what message are we sending?
