Mr. Temporary Deputy Speaker, Sir, I would like the Ministry to take up the responsibility of paying school fees and assisting the poor children to get the best chance. Otherwise, we are trading on a very dangerous ground. You will find that countries like Phillipines, China or even Uganda--- There are many students from Kenya who go to Uganda to study. Why do our children go to Uganda? Uganda does not offer quality education to warrant many Kenyans to go there. Many students study in Uganda because of low school fees. Mr. Temporary Deputy Speaker, Sir, this Bill appeared on the Order Paper last week. I thought that the Ministry would be concerned and avail the document it has to me but it did not. However, I will accept what the Minister has said. I would like the relevant Departmental Committee of the House to sit together with the technical persons from the Ministry in order to find the way forward. Mr. Deputy Speaker, Sir, I agree with the last statement from the Asisstant Minister which says that we had a discussion with the PC, Rift Valley who is the Chairman of the Provincial Security Committee. However, to say that there is no insecurity in Aror is totally misleading the House because we have a serious problem of insecurity in that area. It is only my two locations in the valley which do not have the Kenya Police Reservists (KPR). The KPR have been deployed to Keiyo North, Baringo North and Marakwet East. Mr. Deputy Speaker, Sir, since the Assistant Minister seems not to be informed, I just want to inform him that many people have been killed. Some people have been killed since the Government removed the KPRs from the neighbourhood. Since we talked to the PC who was prepared to give us the KPRs, I want the Assistant Minister to make a follow up and make sure that the four locations in Marakwet West get them.
