  • 9 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move: THAT, this House adopts the Report of the Select Committee appointed to investigate the Root Causes of Cattle Rustling in Kenya laid on the Table of the House on Thursday 4th November, 2010. Mr. Deputy Speaker, Sir, it is my pleasure and duty to present the Report of the Committee to the House. Cattle rustling was defined by a protocol on the prevention, combating and eradication of cattle rustling in Eastern Africa. These people defined cattle rustling as means of stealing, planning, organizing, attempting, aiding or abetting the view
  • 8 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you very much for allowing me to continue debating on this very, very important Public Accounts Committee (PAC) Report. Yesterday when I was concluding before I was caught up with time, I was talking about the foreign debts that we have in this country which have increased to trillions. We are seeing this as a big problem. We are impressed with the reforms that are taking place in the country in various sectors, even in the finance sector. When it comes to foreign debts that we have, it is very important that things are ... view
  • 7 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me take this opportunity to congratulate my colleagues in the Committee. I believe we have done an excellent job considering that we started from 2004 to date. Unlike those days when the PAC dealt with reports of people who had died or retired, this Report is current. What would the Government get from people who have already retired and died? This is not good. Today, we are able to call a person who has just retired or is still in office to appear before the PAC. We are beginning to deal with the accounts ... view
  • 2 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Gender, Children and Social Development the following Question by Private Notice. (a) Could the Minister provide a list of all persons who have ever been registered as beneficiaries of funds disbursed as benefits to older members of the society in Marakwet West District? (b) Under what circumstances were some of the previous beneficiaries (excluding the pensionable and underage) omitted from the list, and what measures did the Ministry take to inform them of the decision to omit them? (c) What measures is the Ministry taking to streamline the programme ... view
  • 2 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am not satisfied. The answer that the Minister has given is actually misleading. The only thing that has made me to be satisfied a little bit is the list that she has given. She has given a full list, but I am not satisfied with the rest of the answer because it is not true that there has been any sensitization or meeting that the officer in the field has ever undertaken. I have held more than ten meetings for women where she is supposed to attend and she is ever absent. She has never ... view
  • 2 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, allow me to ask the Minister to explain something to this House. There are about 60 people on the list that she has given me, who have not been given their money; their names are actually on this list. I thought they had been omitted from the list but their names are there. They have not been given their money. When will they be given their money? They are about 65. I will just give her the list, so that she can go and find out where there money is. There is a lot of cheating ... view
