When you go to a public function and you tell the people of Kisii County, for example, that you have given Governor Simba Arati, this much money, you speak to the billions, millions, thousands, up to the last shilling, Governor Simba Arati will realize that there is a sheriff in town. Cabinet Secretary can be allowed to borrow at not more than 5 per cent, this clause should be suspended for five years. If you pass a law to create debt anchor and suspend the clause that is supposed to be implemented, it means we are giving the Cabinet Secretaries an open cheque to borrow as they wish. Thank you, Mr. Temporary Speaker, Sir. This is a House of record and I have just consulted quickly. The revenue collection for Nairobi City County did not decline. It increased by 16.4 per cent between January and March, 2023. They collected a total of Kshs3.44 billion. I am still right that the Kenya Kwanza were collecting. Allow me to table the information I am reading.
