Thank you, Mr. Deputy Speaker, Sir. I rise to second this Bill. Whereas Sen. Cherarkey is perfectly right, we are doing this in the interest of fast- tracking. This Bill is a vehicle for transferring additional funds to our counties. Funds that became due as a result of grants and loans from development partners, in accordance with our Constitution. This being the case, I would like to appeal to the House for patience. Secondly, Mr. Deputy Speaker, Sir, it is not entirely agreed which counties should be the beneficiaries for the Equalization Fund. There are those people who believe that the counties to benefit are the ones that strictly suffered under Sessional Paper No.10 of 1965. This Paper denied Mandera, Marsabit, Wajir, Garissa and Turkana counties, access to development funds due to poor policy.
