  • 8 Mar 2016 in Senate: Mr. Chairman, Sir, can we allow the Chairman to explain more because I can see the Chair is dropping critical provisions. In Clause 115, you are dropping amongst others sub-clause (b) which states:- “the monies of the funds shall consist of monies provided to the fund from the Equalisation Fund.” Since the money from the Equalisation Fund is constitutional, are you dropping in anticipation of its unavailability or what do you imply? Paragraph (c) states- “(c) any money provided to the fund by a county government” We expect the county government in its Appropriation Bill each year to consider giving ... view
  • 8 Mar 2016 in Senate: Mr. Temporary Speaker, Sir, I beg to report progress; that the Committee of the whole has considered The Water Bill (National Assembly Bill No. 7 of 2014) and seeks leave to sit again tomorrow. view
  • 3 Mar 2016 in Senate: On a point of Mr. Speaker, Sir. I thought the Senator for Vihiga was actually helping the Chair. He is drawing to your attention that the House might be proceeding contrary to the sub judice rule. It is up to you to challenge the Member to indicate whether the matter is actively before court or not. That is why you are the Speaker, to either give the microphone or deny. view
  • 3 Mar 2016 in Senate: Mr. Speaker, Sir, described at the very best, Sen. Kittony has nothing against me. Could you give her an opportunity to substantiate her allegations that we have been compromised? We have had many opportunities in our lives to be compromised, but we have refused. Could she substantiate? If she is unable, could she withdraw and apologise? view
  • 3 Mar 2016 in Senate: Mr. Speaker, Sir, when this matter first came to light, there was an amateurish video that went viral and was trending on social media. Listening to it, audibly the pilot was captured saying: “You will have to explain to the Deputy President.”Could the Vice Chairperson explain to us what the findings of the investigation are? Did the pilot make the remarks out of passion or was he suggesting that he was taking instruction from the Deputy President. Could the Vice Chairperson further explain what action will be taken against the two police officers who were on duty at that time; ... view
  • 3 Mar 2016 in Senate: Mr. Deputy Speaker, Sir, in her Statement the Vice Chair has confirmed that on 10th February, 2016 none other than the Deputy OCS of Kilingili Police Station, while driving from Hamisi Law Courts, decided to steal a motorbike that was parked and waiting for passengers on the roadside at Chavakali. Secondly, she has told us that in an attempt to ensure the safety of the station and officers, the police officers shot several rounds of ammunition, which resulted in injuries to four persons, who were taken to Vihiga Hospital. I have two questions to ask. When will the Deputy OCS ... view
  • 3 Mar 2016 in Senate: Mr. Deputy Speaker, Sir, I am satisfied but because of the window that you have given, it will be useful if the Vice Chair came up with a satisfactory answer to account for why the police officers who were under the County Police Commander of Kakamega County were taking criminals to Hamisi law courts ended up policing in Chavakali which is in Vihiga County? They pretended they were taking a motorbike that was dangerously parked. That was theft because Vihiga County is not under the command of--- view
  • 3 Mar 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Sen. Wetangula is completely out of order to refuse to read the Statement and say that Sen. (Prof.) Lonyangapuo can go ahead and read it. The Standing Order does not contemplate late arrival. Instead, it says “in the absence.” To all who can see, Sen. Wetangula is not absent. view
  • 3 Mar 2016 in Senate: That the Chair compels Sen. Wetangula to read the Statement. Otherwise, he tenders his resignation as the Senate Minority Leader. view
  • 3 Mar 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. It would be wrong for Sen. Khaniri to deny the people of this country and especially the people of Vihiga County an opportunity to hear an answer on the issue of contracts. This is because even in his own answer, the Chairperson has spoken to contracts. He has said that there was no contract --- view
