  • 24 Feb 2016 in Senate: Mr. Temporary Speaker, Sir, border communities find themselves at a challenging geographical location in this country. We have people in our county whose wives are from Uganda. In our culture, a husband’s home is a wife’s home. In our culture too, the wife’s tribe is the husband’s tribe. So, when women who are married in our area are asked to go back to Uganda to bring their parents’ identification documents, how do such documents of Ugandan citizens help to register Kenyans? There is a young man from Musoli Village in Ikolomani, Kakamega County whose wife is a Ugandan. He has ... view
  • 24 Feb 2016 in Senate: Mr. Temporary Speaker, Sir, I rise under Standing Order No.45 (2)(b) to seek a Ministerial Statement from the Chairperson of the Standing Committee on Finance, Commerce and Budget. The Chairperson should:- (1) Table before the Senate pending bills of all the 47 counties as at the end of the Financial Year 2014/2015. (2) Explain how the county governments incurred the pending bills. (3) Inform the House when the respective governors will settle those pending bills. • 24 Feb 2016 in Senate: Thank you Mr. Temporary Speaker, Sir. Five years ago when my Public Accounts Committee in the National Assembly was investigating a scandal involving printing of Kenya currency by De la Rue, we did extensive investigations and I want to reveal here that in the confidentiality of the investigations, the designs that the Chairman is talking about were given to me. If you were to ask me, I have seen the designs for Kshs100, Kshs500, Kshs1,000 and Kshs200,000. They are there and they are finished. Mr. Temporary Speaker, Sir, what is missing are two things. May be the Chairman could tell ... view

  • 23 Feb 2016 in Senate: Mr. Deputy Speaker, Sir, I compliment you for opening up to Sen. (Prof.) Anyang’-Nyong’o to ask for this Statement. It was a difficult decision. Having done so, may I point out two things: First, the Speaker of the Senate is a Senator and whenever he makes a statement through Communication, he normally allows us to intervene--- view
  • 23 Feb 2016 in Senate: Mr. Deputy Speaker, Sir, could you allow me to make a short comment? view
  • 23 Feb 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I agree with Sen. (Eng.) Muriuki that we need a written ruling on this issue, so that we remove doubt completely. If that is so, then, these points of orders that we are rising on could very well inform the decision that will be made. Mr. Deputy Speaker, Sir, earlier I had risen to conclude by saying that your suggestion that Standing Order No.45(4) prevents us from commenting on the point of order; you should review it because if the Standing Orders wanted that Senators should not comment, under Standing Order ... view
  • 23 Feb 2016 in Senate: Mr. Temporary Speaker, Sir, I thank you and the Mover. In so doing, let me confirm that I rise to support this Motion. This is a very important Motion. I have looked at it and I have seen that it has three limbs which we must apply our minds to very critically, Sen. Obure. • 23 Feb 2016 in Senate: The purpose of an examination is to rank. Even in medical school where we thought, we were all more or less very close to par, we were still ranked. All of us had qualified for Medical School at the University of Nairobi (UoN) but you would still find number one and the last one. This number one and the last one gave the medical school an opportunity to identify those students who would get scholarships and so on. I am glad that I am addressing a House where we have young lecturers like Sen. Murkomen who has suddenly become quiet ... view
  • 18 Feb 2016 in Senate: Mr. Speaker, Sir, before I make my comments in support of this Motion, I want you to guide the House because we seem to be setting a precedent. Under Standing Order No.39, you have the discretion to vary the sequence of business in the Order Paper. However, if you want to introduce new business, we are supposed to be given a Supplementary Order Paper. Since this business is not in the Order Paper this afternoon, maybe you could guide the House, so that, that precedent is clear. Having said that, may I contribute by saying that--- view
