However, I request the Committee to which this matter will be marked, during their investigation, not to lose sight of the fact that the answer obviously lies somewhere. It lies in the Constitution. The way we structured the function of health, it was an oversight in the sense that, it cuts across the 47 counties. I would like to welcome our visitors and request them to take our greetings to the people of Mozambique because when we had problems in this country, in the 2007/2008 post-election violence, their gracious daughter, Graca, the wife of the late Samora Machel and Mandela; and the wife of the people of South Africa came and supported us and we found a solution.   • 5 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I am seriously disturbed by the content of this Petition. If you have noticed, I am not attempting to speak. A revelation that there has been freezing of accounts in Vihiga County is a serious constitutional issue. Under Article 225 (3) of Part VI of the Constitution it provides that:- “Legislation under clause (2) may authorise the Cabinet Secretary responsible for finance to stop the transfer of funds to a state organ or any other public entity” view

We would like it to be clear that it is only this Senate and the National Assembly that can make a decision on the movement of funds in accounts. view
